Business Tax Receipts · Brevard County, FL · 2026

Every business in Brevard County needs a business tax receipt, and most need two: one from the county and one from the city. Here is what each costs, how to apply, the September 30 deadline, and the rules for Palm Bay, Melbourne, West Melbourne and Titusville.

If you run a business anywhere in Brevard County, you need a business tax receipt. Most people still call it a business license, and the county and the cities used that name for years. Whatever you call it, it is the same thing: an annual receipt that says you have paid the local business tax and are allowed to operate.

Here is the part that trips up new owners. In Brevard you usually need two of them. One from the county, and one from the city you operate in. Skip either one and you are open to penalties, and in some cases a fine.

County receipt: $37 a year from the Brevard County Tax Collector. Everyone needs it.
City receipt: a separate application and fee from Palm Bay, Melbourne, West Melbourne, Titusville or whichever city you are in.
Deadline: both renew July 1 through September 30 every year. Late on October 1.

The rest of this guide walks through each one.

What a Business Tax Receipt Is (and Is Not)

A business tax receipt, or BTR, is proof you paid the local business tax under Chapter 205 of the Florida Statutes and Chapter 102 of the Brevard County Code. It is required for most businesses operating in the county, including home-based businesses and sole proprietors.

It is not a professional license. If your trade is regulated by the state, such as contractors, cosmetologists, real estate agents and healthcare providers, you still need your state license, and the county will ask for a copy before issuing your receipt.

It is also not a substitute for your LLC or fictitious name filing. Those happen at the state level through Sunbiz. The BTR comes after. If you are at that earlier stage, start with our 2026 roadmap for starting a business on the Space Coast.

County Receipt, City Receipt, or Both?

Both, in most cases.

Inside city limits (Palm Bay, Melbourne, West Melbourne, Titusville, Cocoa, Rockledge, Satellite Beach and the rest): you need a receipt from that city and a receipt from Brevard County.
Unincorporated Brevard County: the county receipt only.
More than one location: each location needs its own receipts.
More than one professional classification: each one needs its own county receipt.

Order matters. The cities want you to get the city receipt first, then take it to the county. Palm Bay says this outright: after your city receipt is issued, contact the Brevard County Tax Collector to apply for the county receipt.

Operating without one: the county charges the $37 for each year you operated at that location, plus penalties. Florida law also allows a further 25 percent penalty and a fine of up to $250 for operating with no receipt at all.

Changes and transfers: if you move, change ownership, change the business name or change what the business does, you have 30 days to update the account. Receipts can transfer to a new owner with an application, the fee and a bill of sale. Individual professional receipts cannot be transferred.

Closing: notify the Tax Collector in writing with the closure date and a copy of your receipt.

Exemptions: limited, and mostly agricultural. Certain veterans, spouses of veterans and low-income seniors may qualify for a fee exemption under Florida Statutes 205.055 and 205.162, with an affidavit and supporting documents. The exemption covers the $37 receipt fee only.

City of Palm Bay Business Tax Receipt

Issued by: the Community and Economic Development Department, under Chapter 110 of the city code. Every business operating in Palm Bay needs one, including home-based businesses.

How to apply: through the city’s iMS online portal. Pay by card or electronic check. Processing takes 10 to 14 business days, longer if the application is incomplete.

What to have ready:

Your state license or Brevard County certification, if your trade requires one.
Your Fictitious Name Registration if you operate under a DBA. Palm Bay has required this since July 1, 2017. Register at Sunbiz.org.
A Commercial Change of Use permit if you are moving into a commercial space that was used for something else.

Fees: an application fee plus a receipt fee that varies by business classification. The receipt fee is non-refundable once your application is in processing, unless it is denied. Check the current fee schedule on the city’s Business Tax Receipts page before you apply.

After approval: take your Palm Bay receipt to the county and apply for the Brevard County receipt.

West Melbourne, Titusville and the Other Brevard Cities

West Melbourne issues its own business tax receipts through the Finance Department, including a separate application for rental properties. Fees vary by classification. Apply through the city’s Business Tax Receipts page, then apply for the county receipt.

Titusville handles business tax receipts through its Community Development Department and follows the same July 1 to September 30 renewal cycle as the county. Fees are set by category on the city’s Business Tax Receipts page.

Every other Brevard city, including Cocoa, Rockledge, Satellite Beach, Indian Harbour Beach, Cocoa Beach and Cape Canaveral, runs its own receipt too. The pattern is the same everywhere: city first, then county, both due September 30.

Step by Step: Getting Set Up for the First Time

1. Register with the state. File your business entity and any fictitious name at Sunbiz.org.
2. Get your state professional license if your trade needs one.
3. Confirm your zoning. Ask the city’s planning or community development office before you sign a lease.
4. Apply for the city business tax receipt. Pay the application fee and the receipt fee.
5. Apply for the county receipt. Take the approved city receipt to the Brevard County Tax Collector and apply through BTExpress. Pay the $37.
6. Post both receipts at your place of business.
7. Set a reminder for July 1. Both receipts renew every year and are due by September 30.

Seven steps, two agencies, one deadline. Most owners get through it in a couple of weeks once the paperwork is in hand.

The business tax receipt makes you legal. It does not make you visible. Most Brevard businesses that do everything right with the county and the city still do not show up when someone in Palm Bay or Melbourne searches for what they sell.
